Description : Read Now Cellular Phones Public Fears And A Culture Of Precaution by Adam Burgess and you can download with pub, pdf, txt, doc, and more file format with free account. this is the first account of the health panic surrounding cellular phones that developed in the mid-1990s. treating the issue as more 'social construction' than evident scientific problem, it tells the story of how this originally american anxiety diffused internationally, having an even bigger impact in countries such as italy. burgess highlights the contrasting reactions to the issue ranging from positive indifference in finland to those such as the uk where precautionary measures were taken. these differences are located within the emergence of a precautionary culture driven by institutional insecurity that first appeared in the us and is now most evident in europe. anxieties about cell phone radiowaves are also situated historically in the very different reactions to technologies such as x-rays and in the more similar 'microwave suspicions' about television. in addition, burgess outlines a history and sociology of what is, despite media-driven anxieties, a spectacularly successful device.

Description : Read Now Risk And Precaution by Alan Randall and you can download with pub, pdf, txt, doc, and more file format with free account. the precautionary principle has been labeled simplistic and the rational approach to decision-making under risk was modeled on well-specified games of chance. how then are we to manage the risks, uncertainties, and 'unknown unknowns' of the real world? in this book, alan randall unravels the key controversies surrounding the precautionary principle and develops a new framework that can be taken seriously in policy and management circles. respecting the complexity of the real world, he defines a justifiable role for the precautionary principle in a risk management framework that integrates precaution with elements of the standard risk management model. this is explained using examples from medicine, pharmacy, synthetic chemicals, nanotechnology, the environment and natural resources conservation. this carefully reasoned but highly accessible book will appeal to readers from a broad range of disciplines, including environmental policy, risk management and cost-benefit analysis.

Description : Read Now The Reality Of Precaution by James Hammit and you can download with pub, pdf, txt, doc, and more file format with free account. the 'precautionary principle' has sparked the central controversy over european and u.s. risk regulation. the reality of precaution is the most comprehensive study to go beyond precaution as an abstract principle and test its reality in practice. this groundbreaking resource combines detailed case studies of a wide array of risks to health, safety, environment and security; a broad quantitative analysis; and cross-cutting chapters on politics, law, and perceptions. the authors rebut the rhetoric of conflicting european and american approaches to risk, and show that the reality has been the selective application of precaution to particular risks on both sides of the atlantic, as well as a constructive exchange of policy ideas toward 'better regulation.' the book offers a new view of precaution, regulatory reform, comparative analysis, and transatlantic relations.

Description : Read Now The Price Of Precaution And The Ethics Of Risk by Christian Munthe and you can download with pub, pdf, txt, doc, and more file format with free account. christian munthe undertakes an innovative, in-depth philosophical analysis of what the idea of a precautionary principle is and should be about. a novel theory of the ethics of imposing risks is developed and used as a foundation for defending the idea of precaution in environmental and technological policy making against its critics, while at the same time avoiding a number of identified flaws. the theory is shown to have far-reaching practical conclusions for areas such as bio-, information- and nuclear technology, and global environmental policy in areas such as climate change. the author argues that, while the price we pay for precaution must not be too high, we have to be prepared to pay it in order to act ethically defensible. a number of practical suggestions for precautionary regulation and policy making are made on the basis of this, and some challenges to basic ethical theory as well as consumerist societies, the global political order and liberal democracy are identified. munthe’s book is a well-argued contribution to the pp debate, putting neglected justificatory and methodological questions at the forefront. his many discussions of alternative accounts as well as his drawing out the consequences of his own suggestion in practical cases give the reader a thorough, holistic sense of what justification of pp amounts to. /..../ munthe’s main case, his argumentation for the requirement of precaution as a moral norm, is convincing and puts a strong pressure on too narrow alternative suggestions on how it should be perceived and justified, and he launches a plausible defence of its practical usability.

Description : Read Now The Politics Of Precaution by David Vogel and you can download with pub, pdf, txt, doc, and more file format with free account. the politics of precaution examines the politics of consumer and environmental risk regulation in the united states and europe over the last five decades, explaining why america and europe have often regulated a wide range of similar risks differently. it finds that between 1960 and 1990, american health, safety, and environmental regulations were more stringent, risk averse, comprehensive, and innovative than those adopted in europe. but since around 1990, the book shows, global regulatory leadership has shifted to europe. what explains this striking reversal? david vogel takes an in-depth, comparative look at european and american policies toward a range of consumer and environmental risks, including vehicle air pollution, ozone depletion, climate change, beef and milk hormones, genetically modified agriculture, antibiotics in animal feed, pesticides, cosmetic safety, and hazardous substances in electronic products. he traces how concerns over such risks--and pressure on political leaders to do something about them--have risen among the european public but declined among americans. vogel explores how policymakers in europe have grown supportive of more stringent regulations while those in the united states have become sharply polarized along partisan lines. and as european policymakers have grown more willing to regulate risks on precautionary grounds, increasingly skeptical american policymakers have called for higher levels of scientific certainty before imposing additional regulatory controls on business.

Description : Read Now The Politics Of Precaution by Robert L. Paarlberg and you can download with pub, pdf, txt, doc, and more file format with free account. genetically modified (gm) food crops have inspired increasing controversy over the past decade. by the mid-1990s they were widely grown in the u.s., canada, and argentina, but precautionary regulations continue to limit their use elsewhere. the restrictive policies of europe and japan toward gm crops have been much discussed. less attention has been paid to the policies affecting the adoption of gm crops in the developing world, where their potential impact on the availability and quality of food is even greater. in this book robert paarlberg looks at the policy choices regarding gm food made by four important developing countries: kenya, brazil, india, and china. of these, so far only china has approved the planting of gm crops. paarlberg identifies five policy areas in which governments of developing countries can either support or discourage gm crops: intellectual property rights, biosafety, trade, food safety, and public research and investment. he notes that highly cautious biosafety policies have so far been the key reason that kenya, brazil, and india have hesitated to plant gm crops. these cautious policies have been strongly reinforced by international market forces and international diplomatic and ngo pressures. china has been less cautious toward gm crops, in part because there is less opportunity in china for international organizations or independent critics of gm crops to challenge official policy.
